This video was shot by a Compassion Over Killing undercover investigator back in 2009, and was immediately turned over to law enforcement. Compassion Over Killing has worked behind the scenes ever since in an effort to get criminal charges pressed against the hatchery, but in April the Santa Cruz County district attorney declined to prosecute.
